Abstract:

Disaster risk and climate change are reckoned to be pandemonium not only to the environment but also to the lives of the people. These can be curtailed by conducting an in-depth risk analysis (both risk assessment and risk management), which is an explication to a plausible enigmatic condition. In this study, the international standard method, Monte Carlo Modeling, was used in the Risk Assessment in order to determine the optimal value of risks in terms of hazard (Tropical Cyclone), exposure (population), and vulnerability (Human Development Index). For Risk Management, the DPSIR Model, which is another universally accepted structure, was introduced in the attainment of the Millennium Development Goals (MDG) through the Hyogo Framework for Action (HFA). The City of Malabon was selected as the quintessential area in this research since it has become the natural laboratory during environmental cataclysm.
