The genesis of the 1947 Military Bases Agreement (MBA): The reasons of the Philippines for the signing of the MBA with the United States

Abstract:

An analysis of the reasons why the Philippines signed the Military Bases Agreement (MBA) with the US brings a dynamic view of Philippine foreign policy experiencing transformations and evolutions, which remain fundamental to understanding the Philippine military foreign policy even at present. The gruesome economic and political realities brought by the aftermath of World II which were aggravated by the threats from internal communist groups dominated by Hukbong Mapagpalaya sa Bayan (HMB) guerrillas have prompted the Philippines to sign the military bases agreement with the United States. Not signing the Military Bases Agreement may entail the removal of economic support from the US. Colonial and quasi colonial values were deepened due to the call of the situation; thus necessitated the Philippines to depend heavily on the US in order to rehabilitate its economy and enhance its security. Utilizing descriptive-analytical-narrative method and Bjorn Hagelin’s Military Dependency theory, this study aims to examine the reasons that prompted the Philippines to sign the 1947 Military Bases Agreement with the United States.
