Abstract:

The study made use of a descriptive-survey designed to determine the respondents’ perception on the efficiency and effectiveness of the operations management performance of the Government Service Insurance System (GSIS), Butuan Branch. Data generated were taken from primary and secondary sources. The study made use of a validated survey questionnaire. Descriptive statistics such as weighted mean and percentages were used in analysing data; analysis of variance was used to determine the differences in perceptions; and pearson product moment correlation coefficient was used to determine the significant relationships of variables. Respondents were composed of 50 pensioners and 350 active members. Results showed that majority of the respondents were educated. It also revealed that the management capacity of the branch in terms of human resources and support system was adequate. Moreover, findings showed that the clients gave a very good impression on the compliance of the Anti-Red Tape Act provisions; GSIS Butuan Branch had very good compliance in the policies and procedures it set; and it had efficient and effective ratings on the operations management performance. Statistically, the results showed no significant difference in the perceived operations management performance when clients were grouped according to their profiles. However, there were highly significant relationships between management capacity and operations management performance as well as between compliance on Anti-Red Tape Act provisions and compliance on policies and procedures and operations management performance.
