Quality Reference Frameworks as Benchmarks to SPUP’s Global Education and Internationalization

Abstract:

Philippine Higher Education Institutions (PHEIs) have developed various schemes and strategies in their goal to become internationally acclaimed institutions. The Commission on Higher Education has further intensified its programs and activities to assist PHEIs in their internationalization efforts by opening opportunities for PHEIs to participate in and collaborate with various universities and colleges from several countries. The ASEAN Integration may be considered as strong force in the kicking-off of numerous cross-cultural and intercultural integration activities in PHEIs. Moreover, there have emerged Qualifications Referencing Frameworks or Qualifications Frameworks which have become by-word in educational institutions considering competency based or outcomes based education. These QRFs /QFs are now considered by several universities in the development of new strategic directions whereby skills or competencies developed level by level would lead to the desired outcomes among university/ college graduates. At St. Paul University Philippines, OBE has been integrated in the university’s educational landscape and graduate outcomes and attributes have been set as goals. To look into the further strength and capability of the university in this aspect through table survey, selected QRFs have been compared with SPUP’s Vision, Mission, Goals, Objectives and other aspects and it was found out that the university is in tune with the selected QRFs in terms of inclusion of their tenets in the existing VMGOs and policies of SPUP. The result of which will become input in the further improvement of the educational policies and goals of St. Paul University Philippines, Tuguegarao City.
