Lewin’s model of unfreeze-change-refreeze and Kotter’s Eight Steps for Leading Change and insights from his book Our Iceberg Is Melting informed the framework, research methods, and specific questions of this study.
Through key informant interviews, focus-group discussions, and survey, this study gathered and analyzed the actual experience of the employees of National Statistics Office Region 10 in the context of comprehensive change that was initiated for the goal of achieving high-quality public service management. Data were analyzed of their impact to personal and professional competencies of employees and to the operations of the larger organization.
