This study focused on the design and development of a Learning Management System for Quirino State University (LMS-QSU) that would help the academic personnel to deliver education to its learners in a more advanced and technologically active process. The researcher used Feature Driven Development (FDD) methodology in the design and development of LMS-QSU. This software development methodology has separate process phases: develop an overall model, build a features list, plan by features, and design by features and build features. The researcher gathered information through survey with the use of questionnaires, interview and observation. Through these methods, the researcher came up with the needed information that served as basis in developing the program and defining the benefits of the learning management system. Findings of the study, revealed that along with the requirements needed on the development and design of the proposed LMS, the data and processes, meets the goal of the proposed system that serves as virtual link between the faculty member and the students in the delivery of education and information. The features of the LMS-QSU, aided the users to become effective and efficient in learning. The adopted policies and guidelines of the LMS for the university helps in establishing a smooth operation and implementation of the system.
