The study presents a comparative analysis of the performance of schools in the licensure examinations for guidance counselors from 2008 to 2013. It also describes the performance of private and public higher education institutions (HEIs) across regions. The study attempts to establish patterns of performance in order to guide directions for policies and advocacy for the counseling profession. Results indicate the following: only less than 5% of all HEIs offer counselor education programs; private outperforms public HEIs in relation to number of board examinees, passers, and passing rate; NCR outperforms all regions in terms of the number of counselor education programs, board examinees and passers; there are emerging top performing HEIs from other regions; there are a number of regions that needs capacity building. Results were used as basis for policy recommendations.
