Performance of Autonomous and Deregulated Philippine Higher Education Institutions in the Guidance Counselor Licensure Examinations (2016-2019)

Abstract:

The study compared the performance of the autonomous and deregulated higher education institutions (HEIs) in the licensure examinations for guidance counselors from 2016-2019. Fifty-three HEIs were included in the secondary analysis and results indicated the following: autonomous and deregulated HEIs with counselor education programs only comprise 3.47% of the total HEIs in the country; counselor education programs are offered in 13 of the 17 regions; majority of these HEIs are in Luzon, and located mostly in urban educational centers; graduates from Luzon HEIs accounted for about 26.28% of the qualified examinees, 30.84% of the passers, and generally performed above the national average based on overall performance; cross-tabulations by region show below par performance for specific regions. Implications to program excellence and institutional quality are discussed.
