The purpose of this study was to introduce an app, the USC AppDate, to serve as a tool for the University Student Council (USC) of De La Salle Araneta University in disseminating information regarding announcements posted as an alternative to the one in place, as well as to bring back the grievance desk. The researchers made use of qualitative research. The Agile Development Life Cycle was used in the development. The study was conducted in De La Salle Araneta University. The respondents of the study were three hundred fifty-eight tertiary students of De La Salle Araneta University. The status of the system in place in posting announcements was problematic. At the grievance desk, students were not comfortable and would complain directly at the Discipline Office. So, an online grievance desk was developed, but eventually its use died down; it ceased to operate. The USC AppDate was a mobile application found useful. The app's announcement-posting feature was received warmly by the students. The IT experts and nontechnical (student) gave a highly acceptable rating for the system's level of acceptability. The existing system used in posting events and institutional announcements performed unsatisfactorily. The complaint handling system (Discipline Office) and USC's proposed grievance desk did not gain much support from the students. The features of the proposed system enhanced its overall acceptability by taking into consideration the influence of mobile on teens. The level of acceptability of the USC AppDate based on the evaluation of nontechnical and technical experts was highly acceptable.
