The purpose of the study was to determine the level of ICT competence of seven Higher Education Institutions (HEIs) in Davao City during the second semester of SY 2003-2004. Employing the descriptive method, the researcher-made questionnaire was utilized. The mean, ANOVA and t-test were used to describe and analyze the data. It was found out that HEIs only had moderate level of ICT competence and that there were no significant differences in the level of ICT competence of HIEs with or without an ITE program, in terms of their aggregate over-all level of ICT competence and assessment areas. The study disclosed the need for a wider dissemination among HIEs of the government’s program for the use of ICT in the educational system, emphasizing its importance for global competitiveness.
