Abstract:
Education is highly valued in the culture of the Philippines. Most Filipinos believe that education is
the only way to assure a better future. The advent of E-Learning is one improvement to the learning
environment. Information and communications technology is credited with enabling flexible access to
resources and information. E-learning has gone from being a novel concept to being universally
regarded. This action research used the descriptive and experimental method of research utilizing
questionnaire-checklist as a kind of procedure that involves the manipulation of conditions for the
purpose of studying the relative effects of various treatments applied to the subjects of the study. The
E-Portal was evaluated by ICT experts with corresponding factors such as interactive content,
instructional feedback & assessment, navigation, visual design, learner guidance & support, learning
strategies design, accessibility, and learnability while teacher-participants evaluated the E-Portal in
terms of content, activities, usefulness and style and presentation which are all interpreted as highly
acceptable respectively. The study concluded that there is a significant difference in the level of
performance in World History of the learners as revealed by the pre-test and post-test results with
respect to different lessons.
