Challenges of Inclusive Education Program Implementation: Towards an Action Plan Development

Abstract:
This study aimed to determine the extent of the challenges in inclusive education program
implementation of selected public schools in District II, Division of Pasig City which served as basis
for an action plan development for the school year 2023 – 2024. The study used the descriptive
method of research with the survey questionnaire as the data-gathering instrument. The respondents
were 24 school administrators and 82 teachers from the three selected public schools in the District II,
Division of Pasig City. The statistical tools used were the percentage, weighted mean and t-test.The
salient findings of the study based on the questions raised are the following: (1) The school
administrators and the teacher respondents perceived the extent of the challenges of inclusive
education program implementation at a high extent as evidenced by the weighted means 3.70 and
3.87, respectively. However, the variables on teachers’ training programs, instructional materials,
and financial resources were only at a moderate extent as evidenced by the overall weighted means
of 3.24, 3.41, and 3.39, respectively. (2) There was no significant difference between the school
administrators and the teacher respondents’ perceptions on the extent of the challenges of inclusive
education program implementation as regards teachers’ teaching competencies on evaluating and
monitoring, teaching strategies, classroom management, teachers training and programs, facilities,
instructional materials, financial resources and teachers’ workload. (3) An action plan was developed
based on the findings of the study to improve the inclusive education program implementation.
