Policy Achievements' National Campaign as Programmatic Political Strategy: The Case of Duterte Legacy Barangayanihan Caravan

Abstract:

This academic essay explores the brand of programmatic politics the Duterte Legacy: Barangayanihan Caravan demonstrates through secondary or desk research. Directed to the question ‘how does the campaign demonstrate programmatic political distribution?”, this paper arrived at the findings that the Duterte Legacy Caravan qualifies as a programmatic politics using the combined criteria of Cheeseman, et al. (2014), Kitschelt (2000), and Stokes, et al. (2013) namely: link between the politician and the constituents, public distribution of resources, development of policy packages, and internal organization of the administration. The uniqueness of the accomplishments’ campaign lies in the fact that Duterte was not seeking for reelection and with no pronounced administration presidential bet. Further, the paper revealed that the Duterte Legacy employed a mix of monikers, incumbency, record of accomplishments, and post-clientelist exchanges which could favor the political future of Duterte.
