Relevance, Challenges and Risk-Based Thinking of the Internal Affairs Service in the Philippine National Police

Abstract:
In this study, which focuses on Region 4-A of the Philippine National Police – Internal Affairs Service (PNP-IAS), the relevance, challenges, and risk-based thinking of the Internal Affairs Service (IAS) are examined. Additionally, the relevance of Republic Act No. 8551 in preventing police misbehavior and corruption is examined. Descriptive correlational research design was used to analyze significant differences and correlations between variables. 16,060 PNP members make up the participants, for a sample size of 425. The questionnaire used in the study was self-structured and intended to collect certain data pertinent to the study's goals. It is crucial to remember that the Republic Act 8551's Title V, Section 39, is where the variable "Relevance" originated. Because it was relevant to the research focus, this section of the law provided crucial guidelines and criteria regarding the relevance of specific aspects within the context of the Philippine National Police – Internal Affairs Service. As a result, it was integrated into the questionnaire to ensure thorough coverage of pertinent factors. Determining the applicability of RA 8551, identifying internal and external barriers, examining risk-based thinking in risk management, and looking for correlations between variables is among the objectives. The study aims to provide useful recommendations for enhancing IAS operations and addressing police misconduct and corruption. The analysis comes to the conclusion that while Republic Act 8551 is generally relevant to the Philippine National Police - Internal Affairs Service (PNP-IAS), some of its tasks would require additional analysis. Moderate obstacles arise from both internal and external factors, such as public perception and budget restrictions. The PNP-IAS relies heavily on risk-based thinking to manage risks, and factors such as unit assignment, age, and duration of service affect how problems are resolved. The necessity for consistent problem-solving in order to achieve effective risk management is shown by the fact that obstacles to applying risk-based thinking are not strongly correlated with either internal or external factors.
