Abstract:
This case study examines the deployment of a mobile reporting application
at the Department of Public Works and Highways (DPWH) within the Nueva Ecija 1st District
Engineering Office, aimed at enhancing field reporting processes. Employing a qualitative
approach, the study involved five key participants and utilized surveys, interviews, and
observational studies to gather comprehensive data on the app’s usability and
effectiveness. Results indicate that the app significantly improved operational efficiency by
reducing the time and error associated with report submissions. Participants reported a
moderate to high satisfaction level, highlighting the app’s impact on streamlining field
reporting tasks. However, challenges such as usability issues under poor network conditions
and difficulties with data entry on small screens were identified, suggesting areas for further
improvement. This study underscores the potential of digital tools in transforming public
sector management and outlines both the benefits and the barriers to technology adoption
in governmental settings.
