Youth Development Programs of the Assistance for Community Development in One Province of the Republic of the Philippines

Abstract:
This study evaluates the effectiveness of youth development programs implemented by the Provincial Assistance for Community Development (PACD) Office across eight municipalities in the Province of Batangas, Philippines. The research employed a descriptive-quantitative design and gathered data from 960 respondents, all of whom were members of youth organizations. The study focused on three key initiatives: Leadership Trainings and Volunteerism Seminars, Celebration of Linggo ng Kabataan, and Technical Assistance in creating Local Youth Development Councils and Plans. Results revealed that all three programs were assessed as "very effective," with the Celebration of Linggo ng Kabataan receiving the highest rating, followed by technical assistance and then leadership training. However, recurring challenges—such as lack of engagement, unclear guidelines, and limited participant interest—were noted, particularly in leadership training. Statistical analysis showed significant differences in program effectiveness based on demographic variables and a strong inverse relationship between perceived effectiveness and encountered problems. The findings underscore the value of tailoring youth programs to local contexts and suggest areas for improvement, particularly in program design and communication strategies. A proposed action plan was developed to address gaps, improve implementation, and increase youth engagement. The study contributes practical recommendations for policymakers and local government units seeking to enhance youth empowerment through responsive, inclusive, and data-driven development initiatives.
