Influence of Public Service Motivation on Work Performance of Grassroots Civil Servants in One City in China

Abstract:

This study utilized descriptive research to determine the relationship among distributed leadership, collaborative management strategies, and innovation in Chinese universities. A total of 435 faculty members were involved in the study. Results showed that the majority of the respondents were female, 41-50 years old, master's degree holders, and 11-20 years in service. In terms of distributed leadership, the respondents agreed on all the indicators, particularly the decision-making process and empowerment of faculty. The respondents agreed on all the items under collaborative management strategies. As to innovation, the respondents agreed on all the indicators, giving high regard to leading methodologies. Additionally, there is no significant difference in responses in distributed leadership, collaborative management strategies, and innovation when grouped according to profile variables. Also, a highly significant relationship was found among the three variables. This implies that distributed leadership, where power and decision-making are shared among team members, can foster a more collaborative management style within Chinese universities. In addition, collaborative management strategies can promote innovation by encouraging open communication, creativity, and shared problem-solving among faculty and staff. Also, innovation can lead to increased effectiveness and efficiency in university operations, which can further strengthen the need for distributed leadership and collaborative management. In the end, a continuous improvement program for Chinese universities was proposed. Hence, this study may contribute to the scholarly discourse on educational leadership, management, and innovation, offering practical implications for academic administrators, policymakers, and educational stakeholders seeking to foster organizational resilience and advancement in higher education settings.
