In order to clarify the theoretical issues and practical problems of developing sustainable community based programs in the Filipino context this literature review was conducted. Documented evidences from non-government, government and international organizations were analyzed. Materials from three major university libraries and any of their department libraries were also considered.
This paper presents the definition of sustainability, and the strategies and indicators that were suggested for thinking about the sustainability of community-based development programs. The suggested framework considers four main dimensions of a community based program and the characteristics of each dimension which are thought to favor sustainability.
