Abstract:
This study presents the development and evaluation of the HRMS - Empowered Employee Engagement Decision Support System for CVCITC (Cagayan Valley Computer and Information Technology College), aimed at enhancing the institution’s human resource management processes. The HRMS integrates key functionalities, including recruitment, employee profile management, training, performance evaluation, and leave management, with a focus on improving organizational culture, efficiency, and employee satisfaction. The system was evaluated based on the ISO/IEC 25010:2015 or ISO 9126 Quality Standards, assessing core characteristics such as functionality, performance efficiency, usability, reliability, security, maintainability, and portability. The results indicated that the system is highly effective, with an overall mean score of 4.53, rated as compliant to a very high extent. The system showed particular strengths in performance efficiency, security, and portability, though areas for improvement were identified in functional appropriateness, user error protection, and maintainability. This research contributes to the ongoing development of HRMS solutions in educational institutions and provides actionable recommendations for enhancing HR operations and employee engagement.
