Drug Reoffenders’ Patterns, Risk Factors and Impact of Rehabilitation Program at Cebu Provincial Detention and Rehabilitation Center

Abstract:

This descriptive study is impelled by the essential to understand the drug reoffenders’ patterns, risk factors and the impact of a rehabilitation program which is designed to improve rehabilitation and reintegration strategies and reduce reoffending. Participants were drug reoffenders incarcerated at the Cebu Provincial Detention and Rehabilitation Center consisting of 79 as the main collection tool. It delved on the issues of drug reoffenders and the improvement of the rehabilitation program of the CPDRC. Specifically, it determined the demographic profile of the respondents in terms of age, sex, marital status, educational attainment, occupation and number of incarcerations; identified the patterns of drug reoffenders in terms of family and external related pattern; assessed the risk factors of drug reoffenders in terms of personal, economic and environmental factors; assessed the impact of rehabilitation program to drug reoffenders in terms of behavioral impact, skills development and psychosocial impact. It also tested the significant difference on the responses when grouped according to profile; tested the significant relationship among the three variables; and finally, proposed a specialized approach that may address the drug reoffending through the development of a Comprehensive Rehabilitation and Reintegration Approach. Most of the respondents are males aged 31 to 40 years old, single, at the elementary school level, skilled workers and once recommitted back to CPDRC. The impact of rehabilitation programs on drug reoffenders is significant in terms of behavioral aspects. There was no significant difference in patterns of drug reoffenders when grouped according to profile variables; on risk factors particularly on personal there was a significant difference when grouped according to marital status and educational attainment. A proposed specialized approach has been developed based on research findings to address drug reoffending that requires a multifaceted approach that targets not only the immediate issue of substance abuse but how to improve the rehabilitation program of the CPDRC in order to prevent drug reoffending.
