Transformational Leadership, Employee Innovative Behavior, and Organizational Agility Among High-Tech Enterprises: Basis for Competitive Advantage Frameworks

Abstract:
The study aimed to determine the implementation of procurement management policies and procedures among the seven local government units in the First District of Batangas. More specifically it aimed to: assess the implementation of procurement policies and procedures among the local government units in the First District of Batangas with regards to procurement planning, process, monitoring and audit;; identify the problems encountered in the implementation of procurement policies and procedures; test the significant difference in the implementation when respondents were grouped according to category and municipality; test the significant difference in problems encountered when grouped according to category and municipality; test the significant relationship between implementation and problems encountered; propose an action plan to enhance the implementation of procurement policies and procedures in the local government units in the First District of Batangas. The study utilized the descriptive method to determine the implementation of procurement policies and procedures in the First District of Batangas. Findings revealed that respondents assessed the implementation of procurement management in the seven local government units of the First District of Batangas in terms of planning, procurement process, monitoring and audit as highly implemented. A significant difference existed on the implementation of procurement policies and procedures when respondents were grouped according to category and municipality. Respondents agreed that problems were never encountered in the implementation of procurement management in the seven local government units of the First District of Batangas in terms of planning, procurement process, monitoring and audit. There was a significant difference on the problems encountered in the implementation of procurement policies and procedures when respondents were grouped according to category and municipality. Likewise, a significant relationship existed between the planning implementation of the procurement policies and procedures and the problems encountered during the planning and audit stage. Similarly, significant relationship also occurred on the implementation of procurement policies and procedures in the monitoring process and problems encountered during the planning stage. A plan of action was proposed to the key players / actors involved in the procurement process to enhance the implementation of procurement management in the First District of Batangas.
