The Effectiveness of the Performance of the Civil State Apparatus in One District In Indonesia

Abstract:
This study aimed to assess the effectiveness of the State Civil Apparatus in Kwamki Narama District, Timika, Central Papua, Indonesia. It described respondents’ profiles in terms of sex, age, educational attainment, and village; evaluated effectiveness with respect to public policy implementation, delivery of public services, and inter-community coordination; identified factors influencing performance; determined problems encountered; tested differences when grouped by profile; examined relationships between effectiveness and influencing factors; and proposed an action plan for improvement.
Findings revealed that most respondents were from Damai Village, followed by Lamopi, Harapan, and Meekurima, while the least were from Olaroa and Amole. The State Civil Apparatus was generally assessed as effective in implementing public policies, delivering services, and coordinating among communities. However, fewer factors were identified as strongly influencing effectiveness, suggesting the need for further strengthening of support systems and resources.
To enhance performance, the Local Government Unit of Timika City, through the District Office, may conduct orientation programs on disaster preparedness and management to ensure community readiness during emergencies. Seminars on formulating goals and objectives for State Civil Apparatus programs and projects are also recommended. Furthermore, providing adequate housing for health workers can improve welfare and service delivery. The proposed action plan may serve as a guide for implementation, discussion, and evaluation. Future studies are encouraged to focus specifically on public service delivery to validate and expand on these findings.
