Isang Value Chain Analysis ng mga Pangunahin at Pansuportang Gawain ng Center for Kapampangan Studies

Abstract:

Nagsisilbing pangunahing institusyon sa pangangalaga ng kasaysayan, kultura, at pagkakakilanlan ng isang rehiyon ang mga Local Studies Centers (LSCs). Sa Pilipinas, ang Center for Kapampangan Studies (CKS) ay kinikilala bilang isa sa mga pinakamatagumpay na LSCs dahil sa epektibong pamamahala nito sa loob ng higit dalawang dekada. Layunin ng pag-aaral na suriin ang mga kalakasan at hamon na kinakaharap nito bilang isang lokal na sentro ng pag-aaral at ang mga natuklasan ay makapag-ambag sa pagtatatag at pagpapaunlad ng iba pang LSCs sa bansa. Gamit ang kwalitatibong pamamaraan, isinagawa ang pananaliksik sa pamamagitan ng Focus Group Discussion (FGD) at dokumentaryong pagsusuri. Ang Minodipikang Value Chain Analysis (VCA) Framework ni Porter (1985) ay ginamit upang matukoy ang mga pangunahin at pansuportang gawain ng CKS. Nakatuon ang pagsusuri sa anim na dimensyon ng operasyon: (1) pamamahala ng pondo, (2) dokumentasyon at koleksyon ng mga artepakto, (3) produksiyon ng kaalaman, (4) diseminasyon ng impormasyon, (5) ugnayan at linkages, at (6) pamamahala ng mga proyekto at programa. Ipinakita ng pag-aaral na ang CKS ay may matatag na imprastruktura para sa pangangalaga at pagpapalaganap ng kulturang Kapampangan, kabilang ang malawak nitong koleksyon ng dokumento, artepakto, at iba pang primaryang sanggunian. Epektibo rin itong gumagamit ng iba’t ibang plataporma ng diseminasyon, tulad ng publikasyon ng mga dyornal at magasin, produksiyon ng pelikula, at iba’t ibang programang pangmidya. Dagdag pa rito, pinaiigting ng CKS ang akademikong diskurso sa Araling Kapampangan sa pamamagitan ng mga kumperensya at kolaborasyon sa iba’t ibang institusyon. Sa kabuuan, ipinakikita ng pagsusuri na ang CKS ay isang mahalagang institusyon na nagsisilbing modelo sa pagtatatag at pagpapaunlad ng iba pang LSCs sa Pilipinas. Upang mapanatili at higit pang mapaunlad ang papel ng isang sentro, inirerekomenda ang pagpapaunlad ng mga mekanismo para sa mas estratehikong pangangasiwa, pagpapatibay ng network sa mga akademiko at pampublikong institusyon, at pagpapalawak ng digital na aksesibilidad ng mga output ng sentro. Susi ang sistematikong pagpaplano at patuloy na inobasyon sa mga programang pangkultura at pang-edukasyon upang matiyak ang pangmatagalang kontribusyon ng isang sentro sa intelektuwal at kultural na diskurso sa Pilipinas.
