The Feasibility of Establishing a Solar Mini Ice Plant in Barangay Hilabaan, Dolores Eastern Samar

Abstract:

This feasibility study evaluates the viability of establishing a solar-powered mini ice plant producing 4,375 kg and 3,500 kg of cube ice per day during peak and lean season respectively, in Barangay Hilabaan, Dolores, Eastern Samar, a coastal island community with limited access to ice supply despite high dependence on fishing. The project aims to provide a sustainable and reliable ice source to support post-harvest preservation, reduce product spoilage, and enhance the income of local fishermen. The market analysis reveals that 80% of the households are active fisherfolks with an average ice requirement of 718 kilograms per trip, contribute to a peak demand of up to 4.4 tons of ice per day. Seasonal fluctuations indicate higher consumption between January-May and November- December, when fishing activity peaks. The projected annual sales turnover is estimated at ?8.7 million, based on a 90% capacity utilization and an average selling price of ?7.00 per kilogram. The plant will be powered primarily by solar energy, supported by battery storage and backup diesel generator, reducing electricity costs and promoting environmental sustainability. The business will operate under a sole proprietorship structure and be funded via personal investment, reducing financing costs and allowing flexible management. The estimated capital investment includes the cost of ice machines, solar power system, freezers, and facility construction. Socio-economic impact analysis shows that the project will support local employment, improve the fishing industry's competitiveness, and contribute to food security and economic enhancement for the barangay. Technical assessment confirms the availability of raw materials, adequate water supply, feasible plant location, and compliance with environmental requirements. Operational plans include preventive maintenance, daily quality monitoring, and a standardized process flow from ice production to delivery. The study concludes that this project is technically, financially, and socially viable, and recommends proceeding with implementation accompanied by structured community engagement and demand monitoring mechanisms.
