This study explains the factors affecting enrollment to
the PHIC individually paying program by households
belonging to the three lowest wealth quintel (WIQ)
in Region 11 from 1998-2003. It utilizes the 2003 National
Demographic and Health Survey and examines significant
sociodemographic, economics, and Philhealth-related variables
as determinants of household’s enrollment to IPP. The study
recommends that the profile of eligible members must not
be discounted in formulating Philhealth’s strategic expansion
plans. Enrollees coming from the second class provinces must be
encouraged to boost total enrollment in the IPP.
