Inspired by De La Salle University's policy of sharing her faculty's expertise with other institutions of learning, I formally recommended in July, 1976 the creation of a Center of llocano Studies to a small group from the University of Northern Philippines (UNP), Vigan, composed among others of Dr. Dedicacion Agatep-Reyes, Mrs. Carmeling Crisologo, and Atty. Eduardo Ma. Guirnalda, UNP president and vice-presidents, respectively.
Such center, I suggested, should engage in teaching, research, and publication. To make these activities meaningful, I also recommended the creation of a research library and museum to specialize in the history and culture of the llocos.
