Over and Out or In and Throughout: Assessing the Bases Issue

Abstract:

It is an undeniable fact that the bases issue has been and will be the most pressing issue in Philippine politics, at least until the third quarter of 1991. The attention given to it is based not only on the general agreement that it involves the temporal interest of the present dispensation, but most specially on the fact that it has been a long-drawn issue widely discussed among the different sectors of our society. This paper attempts to delve into two aspects related to the issue. First, what are the arguments raised concerning the bases issue? And second, what would the scenario be in 1991, considering the past and recent actuations of the government?
