The work of Schurman in the Philippines has been dealtwith in the previous chapter. He returned to the United States in the fall of 1899 after six months stay in the Islands. He was called by McKinley to Washington and together with AdmiralDewey, Denby and Worcester wrote the Report of the PhilippineCommission. The Administration pressed the Commissioners to write a preliminary report to come out beforethe year ended to rationalize the obvious United States policy ofretention. It was hoped that the document would be ofuse to the Republican Party in the domestic political campaigns.:
