Many economists believe that industrialization toward economic development should commence in the agriculturalsector. As Balassa (1981, pp. 3-5) comments,"industrialization is meant to convey theidea that the development of manufacturingindustries is part and parcel ofoverall economic development. At itsearlier stages, industrial development iscontingent on demand and savingsgenerated in the primary sector ... Industrialdevelopment begins in responseto domestic demand generated in theprimary sector that also provides investiblefunds for manufacturing industries."
