Strengthening Research Culture in Higher Education

Abstract:

Research is a fundamental mission and major function of higher education. Higher Education institutions encapsulate a large portion of their educated manpower for intellectual pursuit. Thus, we see a need to bring such potential to full use, not only inside the classrooms, but also as a means to contribute to science and technology and the social sciences, to the advancement of knowledge, to the creation of new knowledge, to cultural development and fulfillment, to the solution of the problems which society faces, to sustainable human development and to the spread of the ideas of democracy and protection of the environment (Havana, 1988 cited in Valisno, 2000).  In the past, teaching was about the only criterion used to determine whether a university was doing its talk well or not. Today, however, besides the transmission of knowledge through instruction, universities are also expected to be centers for creating new knowledge through research. Indeed, the criteria for a Higher Education Institution (HEI) to be gauged as a center of excellence have considerably changed.
