Each local government unit in addressing the general welfare of its constituents must actively attract investments as these contribute to the long term and sustainable growth of the local economy. This study investigated the different factors or reasons that would encourage businesspersons to locate their business in a locality. It also revealed the expectations of businesspersons on the role of the local government unit after they had located using descriptive method. Survey questionnaires were distributed randomly to prospective respondents. Participant observation was used in an ocular visit. The study used frequency count for data analysis. Findings show that existing businesspersons perceive Mandaue City to be still a good location for setting up businesses, but the advantages the city possesses may be fast eroding. This paper concludes that maintaining investors’ confidence is as like any business relationship. The local government unit must continuingly extend excellent customer service to its customers, the business locators, to ensure continuing investment inflow.
