INVOLVEMENT AND PROBLEMS OF PTCA IN PUBLIC ELEMENTARY SCHOOL

Abstract:

This study determined the nature and extent of involvement, and problems of PTCAs in public elementary schools of the Divisions of Laoag City and Ilocos Norte.  Specifically, it aimed to find out the activities most   engaged in by rural and urban PTCAs in the following major objectives: a) promotion of access to quality education; b) promotion of welfare of children; c) enhancement of school and home relations;   d) promotion of partnership in determining appropriate programs and services for community development; e) provision of school assistance in generating funds for school development; and f) promotion of cooperation with other PTCAs and civic  organizations.   

This study also determined the extent of involvement of the Parent – Teacher Community Associations (PTCAs) in the attainment of its objective. It also verified if there is a significant differences on the perceived involvement of PTCAs in urban and rural areas. It further tried to find out the seriousness of  the problems encountered by the PTCAs and the coping strategies they employ with regard to: a) association’s mission, goals, objectives and activities; b) leadership and administrative support;  c) financing associations activities;  d) personal difficulties; and  e)   professional constraints.

The population of the study considered the Federated PTCA officers and members of the PTCAs in the    central and rural schools in the municipal districts in the province of Ilocos Norte and City of Laoag, district supervisors and principals/school heads.  The sample consisted of 50% of the total teaching force including administrators, and all officers of the Federated PTCAs of two (2) central schools and two (2) rural schools in each of the four zones of the Division of Ilocos Norte and one (1) central school and one (1) rural school in each of the three (3) districts of the Division of Laoag City and the PTCA of MMSU-Laboratory Elementary School, Laoag City.

PTCAs in urban and rural areas differ in activities they most participate in. PTCAs are highly involved in the attainment of the six major objectives of PTCAs.  Because they understand the objectives of the PTCA, the officers and members are committed to implement these objectives through their active participation in the different school activities.  Similarly, parents believe that activities, which fall under each of the six objectives, will greatly improve the performance of pupils and generally promote children’s welfare.  Parents are highly involved in school improvement and community development activities.
