Strategic Planning, Human Resource Management Practices, and Quality Assurance in Selected Chinese Universities

Abstract:
This study investigates the complex
interrelationships between strategic planning, human
resource management practices, and quality assurance
in Chinese universities. It examines the profiles of
respondents based on demographic variables such as
age, gender, highest educational attainment, and length
of service. The assessment of strategic planning
encompasses leadership and governance, resource
allocation and management, academic innovation and
quality improvement, and external environment and
stakeholder engagement. Furthermore, human resource
management practices are evaluated in terms of
recruitment and retention, professional development
and training, team building and interdisciplinary work,
and performance evaluation and incentives. Quality
assurance is assessed through the quality assurance
framework and policies, monitoring and evaluation,
faculty and staff involvement, and student feedback and
improvement. The study also tests the significant
differences in strategic planning, human resource
management practices, and quality assurance
according to profile variables, while exploring the
relationships among these three dimensions. Findings
reveal that strategic planning and effective human
resource management practices significantly contribute
to quality assurance, ultimately suggesting the need for
a comprehensive strategy and quality enhancement
program based on the insights gathered.
