Compliance to Republic Act 11292 Otherwise Known as Seal of Good Local Governance (SGLC Act of 2019) in Selected Municipalities in One Philippine Province

Abstract:

This study evaluates the compliance of selected municipalities in Batangas Province with Republic Act 1192, also known as the Seal of Good Local Governance (SGLC) Act of 2019. By assessing governance performance across ten core dimensions – financial administration and sustainability, disaster preparedness, social protection and sensitivity, health compliance and responsiveness, sustainable education, business-friendliness and competitiveness, safety, peace and order, environment management, tourism and cultural heritage development and youth development – the research identifies strengths and areas for improvement.Employing a quantitative descriptive research design, data were gathered from municipal officials through a validated survey questionnaire. Results revealed varying compliance levels, with youth development and environmental management ranking highest, while sustainable education and business-friendliness lagged behind. Significant relationships were observed between compliance levels and factors such as financial administration, safety, and youth development, emphasizing the interconnectedness of governance dimensions. Challenges such as delayed budget submissions, inadequate disaster preparedness, and weak local youth organizations highlight systemic barriers to effective governance. The study concludes with actionable recommendations, including targeted policy reforms, capacity-building initiatives, and enhanced resource allocation, to improve compliance and governance standards in Batangas Province. These findings aim to inform policymakers and stakeholders in fostering inclusive, sustainable, and resilient local governance practices.
