Management of Manila’s Land for the Landless Housing Services Program for Forty Years: Basis for Intervention on Development Plan

Abstract:
One of the conditions of adequate housing is the security of tenure. The challenge with housing programs in a highly urbanized city has been evident. The City of Manila, through its housing arm, the Manila Urban Settlements Office (MUSO), acknowledges urban settlements and development as one of the pressing issues in the locality, where people seek more significant opportunities and greener pastures. This situation made the nation’s capital a melting pot and one of the densest cities in the world. To address this concern, the Land-for-the-Landless Program (LLP) is one of the urban land tenure security strategies the city implements to serve informal settler families (ISFs). With the present challenges, there is a need to strengthen MUSO’s LLP policies, projects, and activities and ensure relevance, coherence, effectiveness, efficiency, sustainability, and impact on the changing times to develop a more permanent and sustainable solution for the City’s housing problems. Evaluating the six specific areas of concern will help close the gaps and meet LLP's challenges in implementing its mandate. Evaluation is integrated into the LLP management process to inform decision-making better. MUSO should work with the affected communities and other housing agencies to address those gaps and challenges. The researcher’s assessment yielded positive results on the UNDP evaluation criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability. However, the LLP implementation is still far from ideal. Much is desired to make the program achieve its full potential to serve the needs of the growing number of ISFs in the country’s capital. Some areas that need to be addressed are Collection Efficiency and Investment Recovery, Cash for Work: Integration of Livelihood Opportunities in the LLP, Process Redesign, Shifting to Digital and Electronic Payments, Monitoring and Evaluation Plan, and Integration of Multistream Management.
