Effectiveness of Public Market Design and Construction Under A Public-Private Partnership In One Component City of Batangas

Abstract:

This study assessed the effectiveness of the design and construction of the Tanauan City Public Market in Batangas, completed in 2018 under a PublicPrivate Partnership (PPP) through a Design-BuildTransfer-Operate (DBTO) Agreement. Specifically, it evaluated four key dimensions: movement of people and vehicles, products and services offered, facilities and equipment provided, and business performance. Using a descriptive research design, a survey of 370 respondents—composed of stall owners/sellers and consumers—was conducted, supplemented with interviews and on-site validation. Results showed that the overall effectiveness of the market design and construction was rated “effective” (composite mean = 2.89). Business performance ranked highest, followed by the range of products and services, and accessibility for people and vehicles, while facilities and equipment obtained the lowest but still effective rating. The study also identified factors that affected market operations, including traffic congestion, presence of ambulant vendors, sanitation concerns, and maintenance issues in drainage and security systems. Statistical tests revealed significant relationships between perceived effectiveness and operational problems, indicating that addressing these challenges is vital to sustaining performance. The findings highlight how PPP arrangements can ease fiscal constraints of local governments, provide modern and functional facilities, and generate additional revenues while promoting local economic development. An action plan was proposed to enhance market management, infrastructure maintenance, and stakeholder engagement to ensure the long-term viability of the project.
