Tinatalakay sa papel na ito ang kahulugan ng mga tayutay at tema sa unang apat na naging talumpati sa Filipino ni Pangulong Benigno Simeon Aquino III. Sinipi sa nakalathala sa mga website ng gobyerno ng Republika ng Pilipinas at sa isang non-government na organisasyon sa bansa ang mga talumpating ito. Gamit ang perspektibang Sikolohiyang Filipino (partikular ang sikolohiya ng wika at kultura), sinikap sa panimulang pagsusuring ito sa mga pahayag ni Pangulong Aquino na alamin ang bisa ng lingua franca sa pagpapaunawa’t masinsinang pakikipag-usap sa kaniyang pinamumunuan. Analisis ng teksto ang inilapat na paraan para tukuyin ang tema ng bawat talumpati. Gamit din ang dulog sa ermenyutika, inihayag ang kubling kahulugan ng mga hinagilap na talinghaga, metapora, kasabihan, pati biro at iba pang tayutay sa talumpati. Ang apat na binigkas na mga pananalita ay naganap sa mga makasaysayang okasyon tulad ng Panunumpa sa pagka-Pangulo, State of the Nation Address, Meeting with Filipino Communities sa USA, at 100 Araw sa Malakanyan. Tungkol sa talamak na nakawan sa gobyerno at tambak na problemang kaugnay ng kahirapan ang konsistent na taglay ng mga talumpati. Hitik sa talinghaga ang bawat talumpati na tumutuligsa sa kawalan ng loob sa kapuwa ng mga tiwali sa pamamahala, lalo na ng mga nasa itaas ng organisasyon sa gobyerno. Sa tuwina, inuusal sa talumpati ang dasal na maibsan ang dusa ng mga karaniwang Pilipino, lalo na ng mga maralita. Subalit kahit pa seryoso ang tono ng talumpati na tugisin ang mga tiwali’t tahakin ng gobyernong Aquino ang daang matuwid, tila abot-tanaw pa lamang ito. Iminumungkahing tingnan sa mas masinop na paraan ng pagsusuri sa mga magiging talumpati pa ni P-Noy, kung sasadyain ang daang matuwid. Hahagilapin sa susunod kung may katibayan ang mabuting pamamahala, kung natutuhang mabilis ang pasikot-sikot nito, at tinahak ba ito nang may loob sa kapuwa. Manapa’y hanapin sa mga pagsasaayos ng gobyerno kung ibinaon ba ng administrasyon ni Aquino ang taos-pusong pakikiisa sa kapuwa lalo na sa mga walang kaya sa panahon ng paglalakbay tungo sa pagbabago at totoong papanagutin ang mga tiwali.
This paper presents a discussion on the themes and meanings of allegories, metaphors, sayings and even jokes in speeches in Filipino of Philippine President Benigno Simeon Aquino III. The texts of the speeches that were analyzed for this study were downloaded from the official websites of the government of the Republic of the Philippines and from a local non-government organization. The Filipino Psychology perspective is used as anchor in doing preliminary analysis of President Aquino’s first four speeches in Filipino to explore how the use of the lingua franca mediates in the understanding and in making-sense of the message. Textual analysis was used to determine the themes in the speeches. The approach in hermeneutics was also used for meaning-making. The selected speeches were delivered in politico-historical events such as during the oath-taking of the President of the Republic of the Philippines, the opening of congress (State of the Nation Address), the meeting with Filipino communities in the USA, and the report for the 100th day of the President in Malacañan Palace. The theme that is consistently shown in the speeches is the twin-problem of corruption and poverty. The speeches are teeming with allegories and metaphors that criticize corrupt practices particularly of high ranking officials in government organizations which is said to reflect the insensitivity to kapuwa (shared self). It is evidently expressed in the speeches the call to succor the heavily burdened and the hardest hit in corruption – the many poor in Philippine society. The speeches may sound serious about seeking and relentlessly pursuing corrupt officials in government organizations and heading on to the ‘straight path,’ but it seems that such road to reform is still at a distance. An in-depth analysis of many other speeches the President will pronounce should be done to find out how not just small steps but great strides are truly taken to the right path. The said study has to find evidence in the actions of President Aquino and his team in government and see if they are moving quickly and learning fast the ins and outs of ‘good governance’ so as to make big leaps in the right path towards meaningful reform. In doing such a study, the analysis also has to focus on the veracity of the sincerity of their intentions, i.e. to seek the way into the psyche of the Filipino people particularly, the loob. It is then very necessary to see signs in our society if things have become better which the Aquino administration promised to work for such as against injustices, to practice fairness and to provide equal access for every Filipino, as we walk in the way of the truth for the kapuwa (shared self).
